We Bishkek teachers – participants of the round table held the Union educational institutions September 29, 2014, appeal to the President and the Government of the Kyrgyz Republic to intervene in the situation that arose in the school system and to take urgent action on several issues.
With bitterness, we must note the fact that in the country with the official declaration of respect for the teacher and the assessment of its importance for the state, actively forming public opinion about the school as the source of all evil: theft, bribery, extortion. In terms of low wages and the virtual absence of budgetary financing of educational expenditures, government and society requires qualified teachers and to create a modern educational environment.
We are not magicians.
If there is no clear government policy to support the school, nurturing teachers, attracting educational institutions the best high school graduates, as do most successful in creating effective school systems States (England, Finland, Singapore, US, Germany, and many others who are aware that the economic flourishing state begins school desk), the country is doomed to ignorance and a deep stagnation.
The payment system is an important factor in public policy. And it’s not even in the amount of wages, and in the politics of its construction from the minimum size, which can expect a young specialist, to establish professional and material growth prospects.
Today, the power belongs to “ostrich” policy, assigning to school full responsibility for the problems of school education. And how to do it and divert the blow from himself? Only through the discrediting of the school management and teachers. Today the school is left alone with systemic problems, especially when the funding bodies to solve all the problems of the budget deficit, and the development of other sectors of education by schools and teachers.
In this regard, we ask you to consider a number of priority measures aimed at stabilizing the crisis situation in school education, namely:
Stop discrediting and harassment of school staff. Stop the endless and not motivated by checking the schools by law enforcement and fiscal authorities.
Cease to involve schools and teachers for election campaigns and other political actions to the detriment of the educational process.
Really subordinate only school education authorities and any other bodies.
Provide schools financial autonomy and the right to complete the transfer of schools to the normative principle of financing in accordance with the resolution of the Government №315 from 06.05.2014 year.
Restore schools 623 million soms payroll funding bodies taken in connection with the reduction of training plans and programs for 2012-2013 in the amount of 453 million soms. Including Bishkek 120 mln. Soms and 170 million soms the approved budget for 2014, which by order of the Government №18 from 19 January 2011 were to be directed to the formation of 20% of the incentive fund wages.
Revise the system of remuneration of teachers and recover extra teachers for qualifying category.
Enforce Government Resolution №563 from 20.09.2011, in the part of the self-possession of the means of providing additional educational services.
Stop set on pedagogical specialty graduates of schools with the lowest test scores and develop a new, more effective system of training teachers and creating motivation in continuing their work at school.
Consider the possibility of teacher training for pre-school and primary school education – as a base for the entire system of further education of children, on the basis of public-private partnership.
Open faculty in pedagogical colleges and higher educational institutions for the training of teachers for schools with Russian as the language of instruction, many of which have been closed in recent years.
We hope that our appeal will be taken seriously by the Government of the Republic.
